The government must have a parliamentary majority in Parliament. The majority in Parliament therefore has a decisive influence on both the formation of the government and its dissolution. A new government is formed when its decade ends, or the king orders the formation of a new government.
When the prime minister believes that there is no longer any parliamentary basis for the current government, he will try to resign. The background may be that the government received a motion of no confidence in itself in Parliament. Either he resigned himself and received support in Parliament, or there are difficulties in cooperation in the government, the ruling party has suffered an electoral failure or has lost an important referendum.
Change of government after elections
The government that seeks to seize power because of the election results does so best after the formation of a new Parliament and the presentation of the draft state budget.
As per constitutional custom that emerged in Norway between 1884 and 1905, the following rules apply in the event of a change of government:
- The country is never without a government. In other words, the king is never without the council of the state.

The process of changing the government

Upon receipt of the resignation request, the king asks the present government to continue as ruling until a new government is formed. Then the outgoing prime minister will usually be asked to advise whom the king should turn to to form a new government.
The outgoing prime minister usually advises the king to turn to one of the parliamentary leaders in Parliament - the leader of the largest ruling party or the leader of the largest opposition party. The King may also be advised to contact all party leaders or the President of Parliament. In most cases, the king follows the prime minister's advice.
When the person tasked with forming the new government reports to the king that everything is ready, both decisions about change government decisions are taken at a cabinet meeting - ordinary or extraordinary. This is the last meeting of the council of the outgoing government.
At this cabinet meeting, the king and the outgoing government appoint a new government. At the same time, the king accepts the request for resignation from the outgoing government, from the same moment. It's time for a change of government. At the allotted time in turns, the new government arrives at the Palace. There, they make the first decisions, first of all, which ministers are to hold authorities in individual ministries.
