From 1 January 2022, the Education Directorate (Utdanningsdirektoratet) will take over from municipalities the responsibility for financial supervision over private kindergartens. Financial supervision ensures that private kindergartens benefit from public subsidies and parental fees in accordance with the regulations.
Municipalities will continue to be responsible for managing and supervising them
The Education Directorate also takes responsibility for informing municipalities and kindergartens about the financial parts of the Kindergarten Act. The Education Directorate's oversight responsibilities should contribute to private kindergartens' understanding and compliance with the statutory and regulatory requirements. Once the Directorate of Education takes over responsibility for financial oversight, the Ministry of Education and Research will be the appeal body for the Directorate's response decisions.

Regulation were established on a transitional basis to the transfer of financial supervisory responsibility in private day care centers . The regulations specify who is to complete inspections which have not been completed before 1 January 2022.
Municipalities will continue to be responsible for managing and supervising the remaining provisions of the Kindergarten Act and the provisions of the Act.
