The Storting approved the state budget for 2021 last December. In order to match resources to needs, the government proposes to regroup resources that have been allocated to various departments of the state administration. For the defense budget, this means an increase of NOK 306 million in addition to reallocations between chapters. Then the defense budget for 2021 will amount to NOK 66,3 billion.

This increase is partly due to Forsvarsbygg's revenues of 336,5 million from renovations, rental income, reimbursement of increased expenditure on electricity and house sales. The Norwegian Territorial Army has been reimbursed €150 million for expenses related to border guard allocations to police during the pandemic. In addition, there are various minor adjustments, including refunds from NATO. Most changes in income have corresponding changes in expenses.

In 2022, Norway will receive the first new P-8 naval patrol aircraft. These aircraft will replace the aging P-3 Orion and will significantly increase the monitoring and information capabilities in our maritime areas. The government is proposing internal defense budget reallocations of NOK 132 million to temporary facilities such as hangars and operational centers, and the establishment of maintenance arrangements. These reallocations do not affect the TCO framework.
