Norway - Using a car registered in Ukraine

When you receive a temporary residence permit from UDI as a refugee from Ukraine, you can use the vehicle for up to 2 years from the granting of the residence permit without paying customs duties.

This applies to people who have not previously had a connection to Norway. This means that you have not lived or been registered in Norway for more than 365 days in the last two years before you were granted a residence permit. Being assigned a d number does not mean that you are registered in the national register.

Remember that you must always be able to document that you meet the conditions for using a vehicle registered abroad in Norway. This means that you must be able to show a UDI temporary residence permit.

You do not need to apply or contact the tax administration to use the vehicle as long as use in Norway is limited to 2 years.

You can also use the vehicle in Norway tax-free from the time you enter the country until you obtain a residence permit. You also do not have to submit an application or contact the Tax Office for this purpose.

All foreign and domestic vehicles must pay tolls in Norway.

The following rules apply to all vehicles up to 3500 kg.

You have three payment options:

Option 1:

Register a user agreement with a toll service provider and receive a toll device. The following rules will apply to this option:

  • You get a toll collection device that needs to be mounted on the inside of the car's windshield
  • Where the one-hour rule applies, only one fare will be charged
  • Where such a system is practiced, a monthly toll limit will apply
  • You will receive reduced toll rates (applies to light vehicles up to 3500 kg)
  • You will be charged the appropriate toll rate based on your vehicle's environmental data (i.e. diesel, petrol, zero emission, etc.)
  • You will have different payment options depending on which toll provider you register with. Common options are invoice and credit card.

If you choose this option, you should choose one of the toll providers listed here: https://www.autopass.no/en/user/contact-a-toll-service-provider/ . The toll service provider also records your car's environmental data when you enter into a user agreement.

Option 2:

Register an account at Epass24. The following rules will apply to this option:

  • You will receive the toll from each toll station (no one-hour rule)
  • You will not receive toll discounts
  • There will be no monthly fee limit (no monthly fee limit)
  • You will not receive the reduced toll rates that normally apply to zero-emission vehicles
  • You can choose to receive invoices electronically, so you can see them wherever you are outside of your home address.
  • You'll receive your invoices faster than option 3
  • You will be charged the appropriate toll rate based on your fossil fuel vehicle's environmental data - provided you register your car's environmental data separately at www.autopass.no/ed
  • You will have the option to pay by invoice or credit card

If you choose this option, you must register for website www.epass24.com

Option 3:

Drive without taking any action. The following rules apply to this option:

  • You will receive the toll from each toll station (no one-hour rule)
  • You will not receive toll discounts
  • There will be no monthly fee limit (no monthly fee limit)
  • You will not receive the reduced toll rates that normally apply to zero-emission vehicles
  • You will be charged the highest toll rate for your class of vehicle. However, in order to calculate the correct toll rate, you can register the car's environmental data on the website www.autopass.no/ed without a user account.
  • The vehicle owner will receive invoices from Epass24 with payment options via bank or credit card

You select this option if you do not want to take any action.

Important points to keep in mind

Remember to terminate your contract with the toll service provider and remove the recording device from the vehicle if you sell the car. You are responsible for paying tolls regardless of who is using the vehicle as long as the contract is in effect.

Similarly, if you have registered with Epass24, remember to terminate the user agreement if you sell your vehicle.

Monthly fee limit

A monthly toll limit is practiced in many AutoPASS toll road projects. This is a limit to the number of tolls that can be invoiced in one calendar month. The actual limit varies by charging system.
