Learning at a driving school in Norway
If you want to get a driving license for a car, you must pass compulsory driving lessons. Among other things, you must take a basic traffic course before you can practice driving. Don't pay for your tuition in advance

There are no separate contract rules between you and the traffic school. You must get what has been agreed. If you don't get it, you'll have the right to hold off on your money until you get what you should, a refund or a price reduction.
Like basically you have to pay for the driving lesson, at which you do not show up, you should not pay for an hour of lesson at which the driving instructor is not present.
If you feel that the teaching is worse than expected, you can notify the Norwegian Public Roads Administration. They will check whether the movement school meets the requirements.
