NAV paid out a total of NOK 535 billion to people in 2022. Of this, NOK 526 billion went to 2,8 million people in Norway and NOK 9,4 billion to 96 people abroad. 000 percent of the Norwegian population received NAV at least once in 52.
Last year, people living in Norway received NOK 526 billion from NAV. This is 12,5 billion more than in 2021, which corresponds to an increase of 2,6 percent.
– The increase is lower than last year's wage increase. The fact that it was not higher is due, among other things, to the fact that unemployment was low and that less was paid for coronavirus measures last year than the year before, says Ulf Andersen, head of statistics at NAV.
NOK 267 billion for pensions
Pensions for people living in Norway have increased by 2021% since 6. and amounted to NOK 267 billion last year. Disability allowance also increased by 6 per cent and is the second largest benefit at NOK 108 billion. Sickness benefits increased by 7 per cent to NOK 53 billion, while employment verification benefits increased by 10 per cent to NOK 36 billion. Unemployment benefit payments fell by 58 percent to NOK 10 billion in 2022.

Living allowances
Many people receive money to live. Last year, a total of 1,4 million people received Living Allowance from NAV at one time or another.
– This shows how important it is social security in Norway, where last year there were an average of 711 people aged 000-18, equating to 66 in 1 receiving living expenses at any time last year, says Andersen.
Subsistence benefits include unemployment benefit, sickness benefit, AAP, disability benefit and other benefits related to work or illness. Two years after the peak of the corona crisis, the number of people who received unemployment benefit from NAV has been significantly reduced.
“The fact that fewer people needed unemployment benefits last year is mainly due to the fact that the situation on the labor market improved over the same period,” says Andersen.
A total of 273 people received unemployment benefits from NAV last year. For comparison, in 000, 2021 people received unemployment benefits from NAV.

NOK 96 per capita
On average, every Norwegian citizen, regardless of age, received NOK 96 from NAV over the last year, an increase of NOK 400 from 1500. The highest payments were in Nordland and Innlandet, with NOK 2021 and NOK 112 per capita respectively. The lowest were payments to residents of Oslo with NOK 200 and Rogaland with NOK 110.
“The fact that there are such large differences has a lot to do with demographics. Half of all NAVs paid last year are pensions. This means that the most money is paid out in provinces and municipalities where there are many retirees, says Andersen.
9,4 billion paid abroad in 2022
Nearly 100 people living abroad received payments from NAV throughout 000. In total, payments abroad amounted to NOK 2022 billion, down NOK 9,4 million from 712.
On average, each foreign recipient received NOK 98 in the last year. Among the benefits paid abroad, the pension is by far the largest benefit with 000 recipients and NOK 58 billion paid out. It is followed by disability pensions of NOK 000 billion.
Foreign payments account for less than 1,8 percent of total NAV payments. Of which 8 out of 10 crowns went to Europe. Sweden has both the largest recipients (30) and the highest disbursement amount, with NOK 700 billion over the last year. Next comes Poland with NOK 2,9 billion and Denmark with NOK 1 million. 830 out of 7 beneficiaries living abroad had a foreign nationality.
