2,8 million people, representing 50% of the Norwegian population, received a benefit from NAV at least once in 2023. In addition, 105 people living abroad also received money from NAV.
NAV paid out a total of NOK 583 billion
– The vast majority of us receive money from NAV once or several times in our lives, and in just one year, half of the population received money into an account from NAV at least once. This says a lot about the role of NAV in society and people's lives, says Director of Employment and Welfare Hans Christian Holte.
NAV payments to persons resident in Norway increased by 8,9 percent compared to the previous year, equivalent to NOK 46,6 billion. This increase is higher than the basic amount adjustment and the salary increase.
– Greater sickness absence and more number of retirees led to an increase in sickness benefit and pension payments. The amount of funding needed for employment verification and disability benefits has also increased, while a tight labor market through 2023 has limited unemployment benefit payments compared to 2022, Holte says.
Of the total NOK 583 billion that NAV paid to citizens in 2023, NOK 10,6 billion went to people living abroad. This equates to 1,8 percent of the total.

This is what the increase in the largest benefits looked like
Pension payments to people living in Norway have increased by 2022% from 9. and last year it amounted to NOK 293 billion. Amount divided between 1 people.
The next largest benefit is the incapacity benefit, which will be worth NOK 116 billion in 2023, an increase of 7 percent compared to the previous year. In 2023, 389 people received disability benefits.
Sickness benefit payments skyrocketed to NOK 61 billion, an increase of 16 percent compared to 2022. In 2023, 628 people received sickness benefits.
AAP payment increased by 10 percent to NOK 40 billion. In 2023, 191 people received AAP.
Unemployment benefit payments fell by 5 percent to NOK 10 billion. In 2023, 142 people received unemployment benefits.

Better situation on the labor market
In total, almost 2023 million people received care allowance in Norway in 1,3. However, this is a decrease compared to the previous year, when less than 1,4 million people took advantage of such benefits.
Existence benefits include unemployment benefits, sickness benefits, job verification benefits, incapacity benefits and other benefits related to work or illness.
– The reason for the decline is, among other things, the tight labor market, as a result of which more and more people take up work and live on their own income. This is a positive change, says Holte.
While in 2020, during the corona pandemic, 10% received unemployment benefits. of the entire population, last year this percentage dropped to 3,4 percent. The number of recipients was 142 people. For comparison, last year 100 people received a pension.
NOK 103 for each resident
Every Norwegian citizen, regardless of age, received an average of NOK 103 over the last year. This represents an increase of NOK 900 compared to 7500.
The subsidies were the highest in Nordland and Telemark and amounted to NOK 120 and NOK 200 per inhabitant, respectively. The lowest payments were for Oslo (NOK 119) and Rogaland (NOK 800).
– The level of average payments from NAV is largely influenced by the demographic situation in poviats. Since pensions constitute half of the benefits, counties and municipalities with a large percentage of retirees and disability pensioners will have relatively high benefits. Oslo, with a younger population and a significant number of students, receives correspondingly lower benefits, says Holte.
Among family benefits by 2%. the payment of parental benefit increased, which amounted to NOK 24,5 billion.
There was an 8 percent decline in cash support payments, amounting to just over NOK 1 billion.
Last year, however, there was an increase in child benefit payments (barnetrygd) to NOK 21,1 billion, an increase of 17 percent compared to 2022.
