The government today introduced the legal basis for the expulsion of foreigners who violate the testing and registration requirements of COVID-12.02.2021 legislation on 19/XNUMX/XNUMX.
Continuation of strict restrictions and restrictions
Given the dangers of imported infection, the government this week decided to pursue strict restrictions on who can enter Norway. People who can travel to Norway are subject to strict requirements, including pre-entry registration and border tests.
Both Norwegians and foreigners are punishable
Violation of the test and registration obligations is punishable by both Norwegians and foreigners. It is important that these requirements are followed. Therefore, it is also important that the rules are enforced and that there are effective and proportionate responses. This is Justice and Crisis Management Minister Monica Mæland.
The Government believes that it is necessary to have such a legal basis for expulsion and that it is a proportionate response. Exceptions concern, among others, foreigners residing in Norway and asylum seekers. They also apply to cases where "special reasons" militate against expulsion.
Expulsion can be quick
- Expulsion can be swift following simplified treatment of the case. Test samples will be taken at selected breakpoints, says Mæland.
The legal basis is contained in the provisions on restriction of entryin accordance with the Infection Control Act § 7-12. There is already a legal basis for the expulsion of foreigners who breach entry restrictions. They do not present a negative pre-entry test, are in serious breach of entry quarantine, and are in breach of infection control regulations or otherwise endanger public health.
