In the Land of the Fjords, the legal system provides for help in finding housing for people who are in a difficult situation. Public housing in Norway is provided by NAV (i.e. an institution combining the functions of the employment, social security and social welfare office). On what terms is it granted?

Norwegian law defines who the already mentioned "persons in difficult situations" are. These include, but are not limited to, people in a poor financial situation. The list also includes disabled people, people in very poor health and with social problems. Municipal housing in Norway and the rights of tenants
