The situation is somewhat different when only one of the parents works in Norway and the other is permanently residing with their children in another EEA country. In this case, NAV envisaged three different options:

Exceptions are seafarers living in Latvia, Poland and Romania, who are employed on ships registered in the Norwegian International Ship Register (INS). Such persons are only entitled to social benefits in Latvia, Poland and Romania respectively.

It is worth knowing that if you are posted to work in Norway, barnetrygd You are not entitled to. You are still employed by a foreign employer. You are therefore not a member of the Norwegian social welfare system, as your contributions are paid in your employer's state of registration.
