Traveling to Norway - Quarantine and Testing Policy

Currently, there is a particularly high COVID-19 infection rate outside Norway. Upon arrival in Norway from all countries, with the exception of certain areas of Scandinavia / Europe, you are required to undergo a 10-day quarantine.

During the quarantine period, you will be staying in a quarantine hotel, unless you are subject to exceptions to this provision. You can obtain information on quarantine hotels from the police at border crossing points to Norway and at destinations.

  • You must complete a registration form before traveling
  • You must have a coronavirus test negative certificate with you, taken no earlier than 72 hours before arriving in Norway
  • You must test yourself within 24 hours of arriving in Norway
  • In Norway, you must go to a 10-day quarantine

Certificate of negative COVID-19 test result

Every foreigner crossing the border of Norway and not being a resident or employee must present a certificate of negative COVID-19 test result. It may not take more than 72 hours between the completion of the test and the crossing of the Norwegian border.

Travel registration form

All persons who will travel to Norway must complete a travel registration form. You can register digitally or using a paper form. If you choose digital registration, you will receive a confirmation to be shown to the police upon arrival. If you choose a paper form, you must complete it before departure and give it to the police on arrival.

You must register before coming to Norway, but not earlier than 72 hours before entering the country.

A number of new requirements have been introduced to be met by people traveling from Great Britain, in addition to the main principle of 10-day quarantine. The following requirements apply to persons over 12 years of age:

  • PCR test (Covid 19 test) for people coming to Norway after December 21, 2020 and for people who have been in the UK for the last 14 days before arrival. You have to test yourself:
  1. for the first time as soon as possible and at the latest within 24 hours of arrival in Norway
  2. then, 7 days after arrival in Norway at the earliest, subject to termination 10-day quarantine within the deadline is to receive a negative test result before the deadline.
  • PCR test (Covid 19 test) for people who have been in the UK after December 7, 2020. These people must retest, even though they tested themselves through December 22, 2020.

Contact the municipality or test center for a test. Please advise that you wish to take the test because you are in the UK.

Exceptions to the entry quarantine do not apply to travelers from the UK at the point of departure, except for certain provisions.

Certificate of negative COVID-19 test result

Foreign nationals arriving in Norway from a quarantine region must provide a COVID-19 test negative certificate.

  • It may not take more than 72 hours between the completion of the test and the crossing of the Norwegian border.
  • Test results by PCR or by rapid antigen test are acceptable.
  • The certificate must be written in Norwegian, Swedish, Danish, English, French or German.

The following persons do not need to provide a negative test result certificate:

  1. Norwegian nationals;
  2. foreigners residing in Norway with a residence permit or right of residence;
  3. foreigners who are absolutely necessary to be able to ensure the proper operation of critical functions for society or to meet the basic needs of the population, and refusing entry would endanger life and health;
  4. during transit;
  5. foreigners who regularly come to Norway from Sweden or Finland to work or study, but with the exception of medical personnel who have been outside Norway for more than seven days;
  6. asylum seekers or resettled refugees;
  7. foreigners with a residence permit in Norway in accordance with the rules on immigration under family reunification;
  8. persons related to diplomacy, foreign services or embassy activities;
  9. specific groups of military personnel;
  10. foreigners working in the transport of goods and passengers or on their way to or after the execution of such an order;
  11. pilots and seafarers en route to or after the execution of the assignment;
  12. children under 12 years of age
