Is loosening the restrictions good for us? On Tuesday, the residents of Bergen made it clear that Prime Minister Erna Solberg would not give up. Almost no one wanted immediate relief from infection control measures. Earlier experience has shown that it is not worth opening up for a moment in order to introduce even stricter restrictions and prohibitions a moment later. The fact is, you could open up inside Norway. So that we can live a normal life without loosening the rules for entering Norway, and thus prevent import contamination from everywhere.

Solberg is clear that the reopening plan must be based on figures and facts - not dates.

`` Yes, it's important the plan is based on professional advice - and takes into account the pressure of infection and vaccination, '' she says, before giving a speech to the Storting Wednesday at 11.30am.

According to the prime minister, the situation will be assessed on the basis of three control points:

1. The situation of infection and disease burden

2. Possibilities in healthcare service

3. Vaccination.

Solberg says the plan has four steps. When we decide to take the first step, we will wait at least three weeks for the next one.

"Also, when we reopen society, we will prioritize children and young people before considering work and business," he says.

- We assume that the infection situation will decrease in the summer season this year, as in last year, but the situation is uncertain, especially with regard to new and more contagious variants of viruses.

The goal is to start with systematic and regular tests in schools after Easter. In this case, priority will be given to municipalities with the greatest pressure of infection at school age.

Vaccination certificate

The government is working on producing a coronavirus vaccination certificate for Norwegians who have been vaccinated or have had COVID-19. We are also working on our own advice for fully vaccinated people.

Solberg points out that the Norwegian solution will comply with the EU certificate.

"The government is also investigating whether a simplified version of the vaccination certificate can also be used domestically to be able to open up faster and faster thanks to digital documentation of testing and vaccine status," he says.

– Four stages of return to normality

There are four steps to reopening. We have to wait three weeks before proceeding to the next step.

Children and adolescents will have priority on reopening.

The first step will be to lift all or part of the restrictive national measures introduced before Easter.

In the current situation, with the current development of the epidemic and the rate of vaccination, it will not be possible to start the second phase of the resumption plan at the earliest in the second half of May.

The plan presented by the government today is based on professional advice from health authorities.

Prime Minister Solberg says infection rates must be low and stable before we can open up.

Now, after Easter, mass testing will begin at the school to move faster to the new stages of the reopening plan.

The first facilitations in the plan to re-open the government are already being considered on April 14. A full re-opening will therefore be possible at the earliest at the end of June, if all goes well.

However, it does not provide specific dates when Norway may reopen.
