From July 5 Norwegian entry restrictions and quarantine rules will be based on the same threshold values ​​as in the EU. The government made a few changes based on its weekly FHI assessment, and now many more countries are going green. For the first time, FHI has also assessed selected islands / archipelagos in Europe and selected third countries. All changes are effective from midnight on Monday 5th July.

`` Even though large areas of Europe are now becoming green and more people can enter the country this way without having to undergo an entry quarantine, we will still apply entry registration and border testing rules for people arriving from green countries. The rules will protect us from imported infections, provide us with an overview and keep us safe from new variants of viruses, says Minister of Health and Welfare Bent Høie.

The Ministry of Foreign Affairs continues to advise against any travel that is not strictly necessary to non-EEA / Schengen countries and the United Kingdom. From July 5, exceptions were made for selected countries and areas from the EU list of third countries, the so-called "Purple countries" (see list below). This will remove travel advice to these countries. Travel tips to other parts of the world are valid until August 10th.

Due to the use of EU threshold values ​​and color charts, the term "orange country" will henceforth be used. As of today, there are no differences in entry rules between Orange and Red countries, but this may change in the future.

Countries in Europe (except the Scandinavian countries). The following countries will turn green:

Belgium, Bulgaria, Estonia, France, Faroe Islands, Greece, Italy, Croatia, Liechtenstein, Lithuania, Luxembourg, Malta, Poland, Romania, San Marino, Slovakia, Slovenia, Switzerland, Czech Republic, Germany, Hungary, Vatican and Austria.

The following countries remain green:

Greenland and Iceland.

The following countries are still orange or red:

Ireland, Cyprus, Latvia, Monaco, the Netherlands and Portugal (orange).

Andorra, Spain and Great Britain (red).

For UK travelers, there will no longer be a requirement to complete part of the quarantine period in quarantine hotels (color change from dark red to red).

Regions in the Scandinavian countries

Sweden. The following regions turn green:

Dalarna, Gotland, Gävleborg, Halland, Jämtland, Skåne, Stockholm, Södermanland, Uppsala, Västerbotten, Västernorrland, Västmanland, Västra Götland, Örebro and Östergötland.

The following regions are still orange or red:

Blekinge, Jönköping and Kalmar (orange) and Kronoberg, Norrbotten and Värmland (red).

Denmark. The following regions turn green:

Zealand, South Denmark, Central Jutland and North Jutland.

The Capital Region (including Copenhagen) is orange.

Finland. The following regions turn green:

Helsinki and Uusimaa, Pirkanmaa and Päijät-Häme.

The following regions remain green:

Central Finland, Central Ostrobothnia, Etelä-Savo, Itä-Savo, Kanta-Häme, Kymenlaakso, Lappi, Länsi-Pohja, North Karelia, North Ostrobothnia, Pohjois-Savo, Satakunta, South Karelia, South Ostrobothnia, Vaasa, Varsinais-Suomi and Earth.

Kainuu is orange.

Selected archipelagos in Europe

From 5th July some islands / archipelagos will be considered separately to facilitate safe travel to the islands which are popular travel destinations for Norwegians. During the pandemic, the infection situation on several of the islands in question was different than on the mainland.

The following islands / archipelagos turn green:

Ionian Islands, Greece

Crete, Greece

Northeast Aegean Islands, Greece

Corsica, France

Madeira, Portugal

Sardinia, Italy

Sicily, Italy

The following islands / archipelagos turn red or orange:

Azores, Portugal (orange)

Balearic Islands, Spain (Orange)

South Aegean Islands, Greece (Orange)

Canary Islands, Spain (red)

Selected third countries: violet country

NIPH assessed for the first time which countries and areas on the EU list of third countries have an infection situation that underpins slightly lighter entry rules when traveling to Norway, such as the release of quarantined hotels. They will hereinafter be referred to as "violet earth".

These countries and areas will turn purple:

Australia

Nowa Zelandia

Israel

Japan

Lebanon

Northern Macedonia

Serbia

South Korea

USA

Singapore

Tajwan

Anyone who has been to the purple country has the same requirements for examination, entry registration, and entry quarantine as those who come from the red countries. These rules are subject to change, so purple earth will be regulated in a separate category in the covid-19 legislation.

For people who already have permission to enter Norway, for example people living in Norway, the new category "purple country" means that a person who has stayed in these areas for the last 10 days does not need to be quarantined upon arrival in Norway. Norway.

Grandparents, couples etc. from purple countries can travel to Norway

The main rule is that third country nationals are not allowed to enter Norway, but there are exceptions. From July 5, another exception applies: Foreigners living in the purple country who have the following relationship to a person living in Norway may enter the country:

Adults, children and stepchildren and parents and stepfathers of adult children / stepchildren. Grandparents, grandchildren and great-grandchildren

Couples over 18 years of age and minor children of couples. The relationship must have been for at least nine months and the parties had to meet physically beforehand.

The right of entry for girlfriends presupposes prior approval. This is done through an application to the Norwegian Immigration Service (UDI). Already today, it is possible to enter for close family members, such as a spouse / cohabitant and minor children.

New updates every week

NIPH assesses the relevant countries and areas on a weekly basis. In even weeks, all countries and areas for which they should receive a color code are assessed. In odd weeks, it is only considered if the infection situation indicates that some countries should turn from green to red.

Ratings updates will be posted on regjeringen.no every Friday at noon, and the changes will be effective from midnight until the following Monday. When the changes go into effect, the covid-12 regulations and the interactive map will be updated to FHI.no.

The uncertain situation of infection means that advice and rules change rapidly in different countries

Strict entry rules still apply both in Norway and in other countries, so be sure to check the country's rules and the quarantine rules that apply upon your return to Norway before traveling.

The rules for entering different countries can be changed in a short time if the infection situation worsens.

Therefore, the government recommendation is to continue spending your vacation in Norway. It is the safest and most predictable.

Travelers may have to wait a long time to return to Norway. We depend on protection against external infections and all new virus variants.

This means that there will be tests and controls at the border, in a completely different way than we are used to. While efforts are continually being made to make border controls more effective, queues can be long.

These are the entry and quarantine requirements from 5th July

Green countries: There are no testing requirements before entering Norway or undergoing quarantine. You must complete the application form and check yourself at the border upon arrival. Those who live in green countries are exempt from the ban on entering Norway.

Orange countries: Travelers from orange countries have the same rules as travelers from red countries. However, it may be necessary to introduce separate requirements for orange countries later.

Red countries: There is limited who is allowed to enter Norway. Persons eligible to enter Norway must have a negative test certificate prior to entry, complete an entry registration form, check in at the border upon arrival and undergo an entry quarantine.

Dark red countries: same entry rules as red countries, but additionally part of the entry quarantine must be carried out in quarantined hotels.

Violet countries: Grandparents, boyfriends and others from these countries are exempt from the entry ban. Otherwise, the same entry rules (quarantine, test, etc.) as in the red countries.

Other countries in the world: Same entry rules (quarantine hotel, test etc) as for dark red countries.

Have you been fully vaccinated or had you had COVID-19 in the last six months and can you document this with a valid Norwegian or European coronation certificate? Then you can travel to Norway, you are released from entry quarantine, you do not need to bring a negative test certificate, fill out an entry registration form or pass a border test. This applies regardless of the country you come from.

Country evaluation criteria

The entry thresholds for registered infections, tests and populations in European countries are from the European Agency for Infectious Disease Control (ECDC), which is also the main source of the FHI calculations. The criteria are based on the numbers per 100 inhabitants in the last 000 days as well as the percentage of positive samples. "Less than 14 cases" thus means "Less than 50 confirmed cases per 50 inhabitants in the last 100 days."

Green countries: less than 50 cases and less than 4% of positive samples, or less than 75 cases and less than 1% of positive samples.

Orange countries: less than 50 cases and 4% positive samples or more, or 50 to 75 cases and percentage of positive samples above 1%, or between 75 and 200 cases and less than 4% positive samples.

Red countries: 75 to 200 cases and 4% positive samples or more, or 200 to 500 confirmed cases.

Dark red countries: If 500 or more confirmed cases or necessary and reliable data for evaluation are missing.

Where there are special infection control considerations, such as the high prevalence of particularly infectious virus variants, a country must be classified as dark red, regardless of the proportion of positive samples.

A comprehensive assessment can also mean that countries that qualify for green based on objective criteria will be either orange or red.
