As NAV's disbursement statistics for 2021 show, NAV paid a total of NOK 523 billion. They cover both payments to people living in Norway and people living abroad. In total, NAV paid NOK 10 billion to people residing abroad. Payments abroad account for 1,9% of all payments.
– NAV paid out approximately one million crowns per minute during 2021. More children resulted in higher payouts parental benefits, while more retirees contributed to increased pension payments. There have also been increased payments for sick leave due to the corona pandemic and increased payments for disability pensions. At the same time, improvements in the labor market by 2021 have reduced unemployment benefit payments by a third compared to 2020, says director of labor and social welfare Hans Christian Holte.
251,7 billion NOK are pensions
Withdrawals pensions for people people living in Norway increased by 6%. from 2020 and amounted to NOK 251,7 billion last year. The second largest disability benefit is NOK 102 billion in 2021 - an increase of 5%. Sickness benefit payments remained relatively stable at NOK 49 billion (-1 percent), while layoff benefits rose by 10 percent to NOK 33 billion. Unemployment benefit payments fell 33 percent to NOK 25 billion in 2021.
The better labor market resulted in a decline in social benefits
A total of 1,5 million people living in Norway received a maintenance benefit in 2021, which is more than 44% of the population aged 18-66. On average, every month, almost every fourth (23%) aged 18-66 received a maintenance allowance in 2021. Living allowances include unemployment benefits, sickness benefits, termination benefits, invalidity benefits, and other work or sickness benefits. Accordingly, this number in 2020 was 1,6 million people.
While in 2020 10 percent. of the entire population were receiving unemployment benefits, this percentage dropped to 8% last year. The number of recipients amounted to 441 people. For comparison, 000 people received pensions during the last year.
NOK 94 per capita
On average, every resident of Norway, regardless of age, received NOK 94 in the last year, an increase of NOK 900 from 1800. Payments were highest in Nordland and Innlandet - NOK 2020 and NOK 108 per inhabitant respectively. The lowest payments concerned Oslo (NOK 100) and Rogaland (NOK 107).
- The level of average NAV payments is strongly dependent on the demographics in poviats. As pensions account for almost half of the payouts, counties and communes with a high percentage of retirees will receive relatively high payouts. Oslosome has a younger population and a significant proportion of students receive correspondingly lower payments, says Holte.
Family benefits increased by 7%. parental benefit payments, which amounted to NOK 23,1 billion, while a decline benefit payments cash by 8%, which amounted to less than NOK 1,4 billion. 10 billion disbursed abroad in 2021

On average, each recipient abroad received NOK 2020 over the last year. Among the payments abroad, the pension is by far the largest benefit out of 102 people with NOK 000 billion paid. Disability pensions (NOK 56 billion) and sickness benefits (NOK 000 billion) are followed. Last year, people living abroad were paid NOK 5,2 billion in unemployment benefits.
Mainly to Sweden and Poland
International payments account for less than 2 percent of total NAV payments for social security, and 8 out of 10 NOK went to countries in Europe (83%). Sweden has both the most recipients (31) and the highest payout amount of NOK 900 billion over the past year. Poland is followed by Poland with NOK 3,2 billion and Denmark with NOK 1,5 million.
There is a big difference in which countries get the most different benefits. Sweden, Denmark and Spain are the countries that receive the most pensions. In terms of cash and child benefits, Poland, Lithuania and Sweden are the largest recipient countries.
7 out of 10 had foreign nationality
7 out of 10 recipients residing abroad had foreign citizenship. They received slightly more than half of all payments abroad, which amounted to 5,4 billion. Of these, 2,2 billion are pension payments to foreigners who obtained a pension entitlement in Norway thanks to earlier work in this country.
Norwegian citizens living abroad thus accounted for 30 percent of the recipients, but received 4,7 billion NOK, which is 46% of all payments abroad.
