In other words, Norwegian mobile customers continue to pay "most for least". The government will facilitate the use of good and affordable mobile and broadband services nationwide. The prerequisite for this is effective competition and freedom of choice, says Sigbjørn Gjelsvik, Local Government and Counties Minister.

The Ministry of Local and Municipal Government commissioned two new reports on Norwegian mobile phones and broadband prices prepared by the consulting company Teffet. One report compares Norway's mobile phone revenues, mobile data usage and mobile phone prices with other Nordic countries.

The second report takes a look fixed broadband prices in Norway in the Scandinavian context, and also shows the differences in broadband prices between different technologies and between municipalities in Norway. Both reports are updates of similar reports prepared by the Ministry in 2020.

Norwegian end-users pay an average of two to five times as much

The report 'Norwegian mobile phone revenue assessment in the Nordic context - 2022' concludes that Norwegian end-users pay on average two to five times more per gigabyte of data compared to Swedish, Danish and Finnish end-users, after adjusting for differences in purchasing power.

Norway still has by far the lowest mobile data usage in the Nordic region, but after three years with the lowest growth rate, Norwegian data usage growth in the first half of 2021 was almost as high as in Sweden and much faster than in Finland.

Norwegian fiber broadband subscription prices

The report “ Assessment of Norwegian fixed broadband prices in a Nordic context – 2022 ” shows that Norwegian subscription prices for fiber broadband are in most cases higher than prices in other Nordic countries, even when prices are adjusted for purchasing power. At the same time, the report states that the price (adjusted to purchasing power) for establishing a new fiber connection is low in Norway compared to Sweden and Finland, while analogous prices in Denmark are lower than in Norway.

Fixed wireless broadband

The report also shows that fixed wireless broadband prices in Norway are higher than fiber broadband prices, even though fiber broadband can provide higher speed and no limits on data volumes, such as fixed wireless broadband. The report also compares fiber broadband prices (100 Mbit/s or more) between municipalities in Norway. The lowest price is NOK 449 per month and the highest is NOK 819 per month.
