In record time, mobile operators and state entities implemented the new solution. Within seconds, it can send a distress alert to mobile phones across the country. This was an important priority for the Center Party and the Labor Party. The new system is being tested in a limited area this week.
– It was very important to quickly implement the system in a situation that is politically demanding. The new option reinforces self-preparation and is a significant boost to social security. I would like to commend the DSB, the police and everyone else involved in the project, says Minister of Justice and Emergency Preparedness Emilie Enger Mehl.
– The mobile operators Ice, Telenor and Telia made every effort in a very short time and implemented the technical aspects in their mobile networks. All this so that messages can reach the customers of all three operators, says Minister for Municipalities and Districts Sigbjørn Gjelsvik.
Completion of the Civil Defense siren system
Emergency notifications to mobile phones are a supplement to the Civil Defense siren system and the notification procedures established by the police. Thanks to the new system, authorities can notify the public via mobile phones within seconds.
If you are in an area where there is a serious danger or dangerous situation, the police can send you an alert about what is going on and what you should do to protect yourself.

The Directorate for Social Security and Emergency Preparedness, the Norwegian Police Directorate and the National Communications Authority (Nkom) are currently conducting the necessary tests before the system is put into active use. Local tests will therefore be carried out in selected areas. Most newer mobile phones will be able to receive notifications in the first quarter. Many may already be receiving notifications.
– We have prioritized the implementation of a system in which emergency notifications regarding serious serious incidents can be sent from the Police Directorate, says the Minister of Justice and Crisis Preparedness.
