– The strategic partnership on climate, renewable energy and green industry complements the long-standing cooperation relationship between Germany and Norway, including: oil and gas, industry and security that have brought enormous benefits to both countries. Our close cooperation demonstrates our shared ambition to achieve a climate-neutral economy capable of providing jobs and sustainable energy solutions, says Minister Aasland.

We share a common vision of building a climate-neutral continent

– Norway is a long-term and reliable partner of Germany in climate protection. We share a common vision of building a climate-neutral continent by 2050. Last year we committed to tightening German-Norwegian cooperation in the field of hydrogen. We are aggressively pushing this important project forward and working constructively to ensure significant hydrogen imports from Norway to Germany. I am pleased that since its establishment less than seven months ago, the German-Norwegian Hydrogen Task Force has made significant progress in jointly developing infrastructure, regulatory and economic issues, says Minister Habeck.

Since our Joint Statement on Hydrogen in January 2023, several milestones have been achieved:

  • In August 2023, a joint task force was established with involving the German and Norwegian authorities.
  • In November 2023, an industry-led feasibility study on a hydrogen value chain between Norway and Germany was published.
  • In January 2024, an external project manager was appointed for the Task Force.

Each of the Task Force meetings held so far has reviewed relevant topics related to the establishment of a hydrogen value chain. This is essential to ensure a common understanding of potential barriers, risks and opportunities. The topics included:

Going forward, the Task Force will continue to focus on removing regulatory barriers and understanding market inefficiencies to facilitate a well-functioning hydrogen market.

The choice of maritime transport concept is important

The most important milestones that will ensure further progress of industry projects will be the selection of a maritime transport concept as well as the conclusion of non-binding hydrogen sales and purchase agreements.

There is also good dialogue between Gassco and Gascade to explore potential synergies between their projects.

– For all large and complex infrastructure projects, the technical and commercial aspects usually take several years to mature and must pass through several decision gates along the way. This also applies to a breakthrough project such as this, where the entire value chain must mature in parallel. A thorough step-by-step approach serves to ensure quality and is required to assess the technical and economic feasibility of the value chain and identify the best solutions, says Aasland.

Cooperation in the field of hydrogen, carbon capture and storage

Reducing emissions and developing new climate technologies require huge joint efforts and cross-border cooperation. Germany i Norway has been able to build close energy cooperation for many decades, based on mutual trust and common interests.

Establishing the Germany and Norway task force after once again confirmed that working together is an effective way to achieve common goals. In the future, the two countries will continue to maintain close contact cooperation in the field of hydrogen, carbon capture and storage, offshore wind energy and other ecological industries.
