“Young people need to be caught early, because they are a group with a long professional life ahead of them. Various studies show that early intervention, close follow-up and good cooperation between professional communities are the keys to success in attracting disadvantaged young people into work or education, says Employment and Social Inclusion Minister Marte Mjøs Persen.

The government has therefore reinforced Nav with NOK 175 million in 2023. The grant is to introduce a new Youth Guarantee which will ensure that young people who need help finding work receive early intervention. They will also receive close observation for as long as necessary. The goal is a permanent connection to regular work.

Give more people the opportunity to combine work with social security

Nav receives NOK 30 million to prepare a benefit trial work-oriented persons due to incapacity for work. The program is aimed at new recipients of disability benefits under the age of 30.

– It is important to ensure that more people can combine work with social security. Everyone who can and wants to work should be able to do so. Therefore, a limited trial period with work-oriented disability benefits for young people who have recently become disabled should be implemented, says the Minister for Employment and Social Inclusion.

Request to Nav to include refugees in professional life

War on Ukraine led to a large influx of refugees to Europe. It is estimated that also this year a large number of new refugees from Ukraine will apply for protection in Norway.

The government is also asking Nav for an active contribution to the inclusion in professional life of people who have been resettled from Ukraine.

– Nav needs to work with municipalities to monitor participants both during and after the induction program to quickly put newly arrived refugees into work. Nav must pay special attention to the group that will have a short time in the introductory program thanks to the new integration act, concludes Mjøs Persen.
