The Norwegian Public Roads Authority has just introduced changes to the regulations regarding driving licenses, extending the period of recognition of Ukrainian driving licenses in Norway from twelve months to the duration of collective protection of Ukrainian refugees in Norway, i.e. up to three years. Moreover, all categories of driving licenses are now recognized, not only passenger car driving licenses, as was the case previously. The changes are in line with the proposal that the Norwegian Public Roads Authority sent for consultation before Christmas.

“Refugees from Ukraine must be confident that they can drive car during your stay in Norway. Last year, we extended the period for recognizing Ukrainian driving licenses from three months to one year. Many refugees will soon be staying here for a year. Many Ukrainians have a driving license that they can use in Norway, but if the regulations are not changed, they will lose the right to drive. Many of them also have driving licenses for trucks and buses and this can be an advantage in Norwegian society," says Nygård.

There will be no change to the requirement that refugees must bring a valid, physical driving license from their country of origin in order to be allowed to drive in Norway.

The changes are in line with EU rules on the recognition of Ukrainian driving licenses. Further potential changes will be considered, in particular regarding the possibility of issuing Norwegian driving licenses and professional driver documents. The changes will take effect immediately.
