Education Act Chapter 9A

All students have the right to a safe and good school environment that is conducive to health, well-being and learning.

The school has zero tolerance for bullying. Students' own experiences of how they feel at school are crucial. The school must ensure that all students feel safe and comfortable at school

Anyone who works in a school must ensure that students are doing well in school. If an adult in a school knows – or believes – that a student is being bullied, harassed or otherwise uncomfortable, they should always

  • intervene and stop the violation immediately, if possible
  • report to your supervisor
  • investigate what happened

The principal is responsible for creating a plan and implementing measures to ensure that the student is safe and healthy again at school. This is called the school's duty of action.

Let a member of staff know if you are not feeling well at school

If you are not feeling well at school, you or your parents need to report it teacher or other people working at school. The employee must notify his or her supervisor. If you wish, you can also speak directly to the director. The principal needs to take you seriously and the school needs to investigate what happened. The adults at school must do everything they can to help you. The school must address the matter within a week. The school must then produce a written support plan. If you want, you can help create a plan.

What to do if you are being bullied by a member of staff at school

If you experience bullying or violence from a teacher or other school staff, the school has an additional duty to take further action. The director must then notify the poviat council, which will take the matter further.

Report to the governor?

If you feel that the school has not done enough to stop violations, you can report the matter to the governor in Trøndelag.

  • First you had to raise the matter with the headmaster
  • It must have been at least a week since you raised the matter with the principal
  • The case must be related to the school environment of the school you are currently attending

In very specific cases, you can still contact the District Commissioner.

What can the governor do?

If the governor thinks the school hasn't done what it should, they can decide what the school needs to do to provide you with a safe and good school environment. The voivode must set a deadline for the implementation of the measures and follow up on the matter. They can also impose fines if schools do not comply.
