– We need more electricity from renewable sources, and with these changes, even more people will be able to invest in local energy production. These measures make it easier for more people to participate in the customer plus program and for more people to use the vacant land for electricity production, says Oil and Energy Minister Terje Aasland.

Until now, the "customer plus" program covered mainly single-family houses. “Client plus” is a customer of the transmission network that both consumes and produces electricity. "Client plus" does not pay network rent and consumption fees, which are covered from own electricity production.

Thanks to regulatory changes introduced by the ministry, the program is also adapted to properties with several electricity subscribers. For example, residents of housing associations can share their self-generated electricity and thus reduce their electricity bills. It is possible to participate in a sharing system with installations with an installed capacity of up to 1 MW (1000 kW) within the same property.

Recipients participating in the sharing system will be exempt from electricity tax for self-generated electricity

The Ministry of Petroleum and Energy introduced changes in the regulations on the sale of energy and network services and in the regulations on network traffic control. The Ministry of Finance will determine changes in specific tax regulations, thanks to which consumers participating in the sharing scheme will be exempt from electricity tax for electricity generated on their own.

Network companies should be given reasonable time to adjust their systems

Norwegian network companies and their system suppliers need to develop, test and implement changes in systems customers to adapt to the new sharing pattern. Proposed changes to the electricity subsidy system must also be decided by the same entities, and network companies must be given a reasonable time to adapt their systems.

Some minor changes to the regulation on the sale of energy and network services will come into force on 1 January 2024, as proposed in the consultation. These changes concern the method of settling existing plus customers and the requirements regarding the visibility of own production on the invoice. These changes are not necessary for the sharing scheme to work. A slightly later entry into the force of the regulations follows because Elhub needs time to prepare its systems. Elhub is a central IT system that calculates and distributes data for settling electricity consumption and production.
