“Hydrogen can become an important building block of the future low-carbon society. In Norway, we have a competitive and competent environment that can contribute to the development of the future hydrogen market. We also have a good raw material base that can be developed on the future hydrogen market. This report is an important knowledge base for our further work to build a comprehensive and profitable value chain for low- or zero-emission hydrogen, says Minister of Petroleum and Energy Terje Aasland.

The study provides a comprehensive assessment of the state of technology and the market for the production and use of hydrogen in Norway. The report also outlines three scenarios for low, medium and high future production and consumption. It also assessed what consequences this may have for the power system and energy prices.

It also identified how market failures can occur and which government measures will provide the most value in building an economically sustainable hydrogen value chain. As part of this, the need for reinforcement or new measures was considered.

The investigation was conducted by Oslo Economics in cooperation with Sintef and Greensight and professors from NTNU on behalf of the Ministry of Oil and Energy.
