Scale of the Problem: Disturbing Survey Results
More than 450 kindergarten directors from both the private and municipal sectors took part in the Opinion survey. The results are disturbing:
- Most directors assess the staffing situation as bad or very bad.
- More than 100 of them state that the number of staff is sometimes so small that it becomes unsafe for children to stay in kindergarten.
- About 18% of directors were forced to reduce opening hours or close a facility due to lack of staff.
Consequences for Children and Education
The staffing crisis goes beyond safety. It also affects the quality of education:
- 40% of directors admit that low staff has a negative impact on the educational offer.
- Every second facility often cancels activities or programs due to lack of staff.
- Children with special needs often do not receive the help they deserve.

Given the increase in COVID-19 infections in the fall, there is a risk of kindergarten closures or restrictions on opening hours. Steffen Handal from the Educational Association emphasizes that kindergartens are already at a critical point.

Charlotte Clausen, a teacher with 20 years of experience, has decided to leave her job at the Lønnås kindergarten in Bærum. Her decision is the result of the inability to meet the requirements due to staff shortages.
Answer by the Minister of Education
Education Minister Kari Nessa Nordtun emphasizes that the situation is serious. It indicates that responsibility for the staffing standard rests with municipalities and kindergarten owners. The government plans to increase funding for municipalities to meet staffing requirements.
Striving to Solve the Problem
The Ministry of Education proposes to allocate NOK 790 million for the development of competences and quality in kindergartens. This is part of a wider effort to provide a safe and nurturing environment for children.
