Norway-Government loosens restrictions in Oslo "Ring one". National recommendations extended to mid-February

Last week partial closure has occurred in 25 municipalities around Nordre Follo, the epicenter of the great outbreak of the formidable English variant of the virus. There will be changes in these communes on Wednesday.

At the same time, the government removes 15 out of 25 municipalities from an area where particularly severe remedial measures have been taken. From Wednesday, the remaining 10 municipalities will be split into two 'rings', Nordre Follo, Oslo and Ås forming Ring 1 with the strictest measures.

The seven municipalities in Ring 2 are Asker, Bærum, Enebakk, Frogn, Indre Østfold, Lillestrøm, Lunner, Lørenskog, Moss, Nesodden, Nittedal, Rælingen, Vestby and Våler.

- We have a better overview, but the situation is still uncertain. "The infection tracking and follow-up in the affected municipalities will allow us to get an even better overview in the coming days," says Høie.

Rules in the first ring

Kindergartens, schools, universities, colleges and vocational schools

  • The yellow level of appropriations according to the alerting model applies to schools and kindergartens, as does the rest of the country.
  • Local assessments need to be made according to the contamination situation, ie the municipality as infection control authority may decide that a red level should be set if necessary based on a professional infection control assessment.
  • Universities, colleges, vocational colleges, adult education in primary school, adults in high school and adults who study in accordance with the Introductory Act and the Integration Act, as well as course activities under study associations and Competence Plus to all students and students. Employees generally follow the rules of working life. All training and scheduled events must be postponed or digitized.
  • Premises in schools approved under the Free School Act Chapter 6A may not be closed to students. Boarding schools must follow the rules and guidelines for upper secondary schools, while non-boarding schools must follow the rules and guidelines for upper secondary schools.
  • Universities, colleges and vocational colleges may make exceptions to the requirement to close premises if access to the premises is essential for students, to carry out experiments or train skills that cannot be completed digitally and is necessary to maintain the progress of the study.

  • All events outside the home are prohibited, both indoors and outdoors, except for funerals.
  • Digital events with a maximum of five people and the necessary production personnel are allowed.

Sports and recreational activities

  • It is open to children and adolescents under the age of 20 to engage in organized sports and recreational activities.
  • Extensive sports and other structured sports and recreational activities for adults are not allowed, but organized training for top athletes is allowed.
  • Pools, water parks, spas, hotel pools and the like are open to school swimming, organized swimming courses and organized swimming training for people under 20 and professional athletes, as well as for rehabilitation, training and individual treatment.
  • Public places and enterprises hosting organized cultural, sports and recreational activities may be open to:
    • Children and adolescents under 20 years of age
    • Outdoor activities for adults
    • Organized training for the best athletes

Job offers

  • A home office mandate for all who can. Employers must ensure that employees work from home whenever possible. Retailing

Individual stores can open. Shopping centers and department stores will continue to be closed in the first ring, but with the following exceptions:

  • a wholesaler and a wholesaler in building materials stores that sell to craft enterprises and the like

Shops can be open for the collection of pre-ordered goods if delivery can be made in an infection-proof manner.

Restaurants, cafes, bars

  • Restaurants may reopen.

The following companies and locations are closed

  • Gyms
  • Amusement parks, bingo halls, game rooms, playgrounds, bowling alleys and similar entertainment and recreation venues

  • Residents of Nordre Follo are not advised to go to holiday homes outside their own municipality. For the remaining Ring 1 municipalities, this recommendation was revoked. But only travel with members of your own household and don't accept visits. Before leaving, make all your purchases in your own parish. The grocery store in the cottage town should only be used when absolutely necessary. And when you take special infection control considerations, such as going to the store during off-peak hours. Do not visit shops, restaurants, or meeting places with many people in the cottage parish. Keep sufficient distance from others on the ski slope, on the lift and on walks. Find out what councils and rules are in place in your municipality and follow them.
  • Municipalities and provinces should continue to apply enhanced public transport measures. This could mean, for example, that only 50% of the capacity is used in the means of transport.

Obligation to wear a face mask

  • They should be worn in public places such as shops, on public transport and indoor stations, in restaurants when picking up takeaways, in common areas in shopping malls if open, as there are pharmacies and grocery stores in the malls and in religious and philosophical funeral homes.
  • The obligation to wear a face mask applies accordingly to employees in places where it is not possible to keep a distance of at least one meter from visitors. This does not apply to workers in areas where other infection control measures for workers have been implemented, such as the use of visors, partitions, and the like.
  • In the taxi, passengers must wear a face mask. It must be put on before the passenger has boarded the taxi, and must not be removed until the journey has ended and the passenger has alighted from the taxi. The obligation to wear a face mask applies accordingly to the driver when there are passengers in the taxi.
  • The obligation to wear a face mask does not apply to children under the age of 12 and to those who, for medical or other reasons, cannot wear a face mask.

All municipalities can implement strict advice and rules based on local infection situations. Therefore, it is important to follow the rules in your municipality.
