On Wednesday, the European Commission presented a proposal for a digital vaccine passport that will make it easier to travel between EU countries. Norway is also being considered.
The electronic document must indicate whether the person has been vaccinated, tested negative or recovered from infection. It is hoped that the Member States and the European Parliament will be able to deal with the proposal swiftly. It is important that the vaccine passport can be used until summer.
"With this certificate, we are ensuring EU citizens and their families can travel safely with as few restrictions as possible this summer," says EU Justice Commissioner Didier Reynders.
In addition to the vaccine passport, which is valid throughout the EU, the Commission authorizes the accession of Norway, Iceland, Switzerland and Liechtenstein.
The Commission emphasizes that these exemptions will have to be applied equally to all travelers holding a Digital Green Certificate. However, such a "certificate" will not guarantee crossing the border. There will also be no exemption from the obligations arising from arrival in a given country (test or quarantine). The document states that in such a case, the state authorities will have to inform other EU members and the Commission about their decision and justify the use of such measures.
