Tromsø will introduce requirements for face masks on public transport and shops from Wednesday, as well as requirements for home offices for most people.
Service requirements have also been introduced for restaurants and events that have an alcohol license.
The new measures, announced on Friday, were adopted at an extraordinary meeting on Tuesday.
Everyone over the age of twelve now has to wear a face mask in buses and taxis, in stores and malls, and in restaurants where you don't sit at the table.
Nor should more than 30 people be gathered in private contexts, mayor Gunnar Wilhelmsen urged at a press conference.
Tromsø has experienced a surge in infection recently. 24 new COVID-88 cases were registered in the last 19 hours.

Many people at the University Hospital in Northern Norway are on the verge of exhaustion and operations have been postponed. The hospital fears an increased infection.
Six operations were postponed in the last week and five patients were sent to other hospitals due to capacity problems.
