In September 2022, the Ministry of Transport, at the request of the Norwegian Public Roads Authority, enabled the introduction of exemptions or rate reductions for electric light commercial vehicles and heavy gas vehicles in all road toll projects via the AutoPASS system. This program is already in force, and the National Board The road authority recently changed its toll guidelines, so that local authorities can set exemptions or lower fees for these vehicles. In segment projects approved by the Storting, rate changes require the consent of the guarantors.

Heavy zero-emission vehicles can already benefit from exemptions or reduced rates when passing through toll plazas. Thanks to the AutoPASS technical system and changes in guidelines regarding road tolls it is now organized and open to reduced rates or exemptions also for electric light commercial vehicles and heavy gas vehicles in all public toll collection cases. Previously, this was only possible in certain urban areas.

Already on September 1, 2022, a separate rate class was created for all gas-powered vehicles from group 2 (vehicles with a total weight of up to 3500 kg) in some urban areas. Where possible, road toll rates have been differentiated for ecological reasons. Thanks to the changes, local authorities may decide that in even more places it will be cheaper to bypass toll booths with electric light commercial vehicles and heavy gas vehicles.
