Exchange of a foreign driving license for a Norwegian one.

To apply for a change to a Norwegian driving license, please send or submit a change application to the nearest *Statens vegvesen station. If you need and want to obtain a provisional driving license, you must appear in person to obtain it. If you have class driving licenses (Class C1, C1E, D1, D1E, C, CE, D and / or DE) you must also have:

• certificate stay (bostedsattest) - it can be ordered on the website:  www.skatteetaten.no 

• a medical certificate completed by a doctor if your foreign truck driving license has expired or if you have resided permanently in Norway for more than five years. The certificate cannot be older than 3 months.

You will receive a response to your application in a digital postkasse

Responses to your application are sent to a digital mailbox. If you have not created a digital mailbox, the so-called digital postkasse, the decision will be sent to Altinn. The decision can be sent by regular mail. The usual processing time is three months.

You must order your driving license from Statens vegvesen yourself.

If you receive a positive answer, you must come back to Satens vegvesen to order a driving license, take a photo and pay NOK 400 for a new driving license. Please note that if you wish to obtain a provisional driving licence, you must appear in person to obtain one. A provisional driving license is only valid in Norway, Sweden, Finland and Denmark.

* Statens vegvesen: this is the Norwegian Public Roads Administration which reports to the Ministry of Transport and Communications. As road and traffic manager, the Norwegian Public Road Administration is responsible for road administration on national and European roads. This means caring for, planning, developing, operating and maintaining roads. Statens vegvesen is also responsible for domestic road ferries.

Important identification

A valid ID must be presented when meeting at the road station.

The Norwegian Public Roads Administration accepts the following foreign identifiers:

  • foreign passport (not an emergency passport)
  • ID card from EU/EEA countries and Switzerland
  • travel document for refugees issued in Denmark, Finland, Germany, Italy, the Netherlands, Poland, Portugal, Romania, Spain, Sweden, Switzerland or the United Kingdom

You must be able to provide your full Social Security number (11 digits).

Have you been assigned a different date of birth in Norway than the one in your passport? Bring a document from the Norwegian Tax Administration proving that you have been assigned a different date of birth than the date in your passport.
