The government made a decision to geographically redistribute vaccines

The government made a decision to increase the geographic redistribution of vaccines. The 24 municipalities with sustained high infection rates for an extended period will receive approximately 60% more vaccine allocation until all persons over 18 are vaccinated.

`` The most important reason the government has decided to redistribute vaccines is to increase the possibilities so that we can open up society a little faster together. It will pay off for everyone, said the Minister of Health
Bent Høie. Last week, the government decided to redistribute geographically, but only on the condition that municipalities that must donate their vaccine doses in June and early July will have throughput capacity to make up for vaccinations in late July. The health authority was tasked with agreeing this with the municipalities. Minister
health met with the provincial governors (statsforvalterne) on May 19 and after this meeting the final decision on redistribution was made.

Most municipalities report that they will be able to carry out increased vaccinations during the summer, even though it will be demanding.

- Many voivodes said to me today: "It will be difficult, but if we must succeed, we will succeed." I am impressed and grateful that the municipalities whose work will be even more difficult in July show so much solidarity with the municipalities most affected by the pandemic, said Høie. Due to the large supply of vaccines in the coming time, the vaccination rate will increase in all municipalities.
- Vaccinations will not be stopped anywhere. However, they will take place faster in priority municipalities, said Høie.

We rely on the updated list

The Public Health Institute (FHI) made recommendations to the government on which municipalities should receive an increased dose allocation in June, which should remain unchanged, and which should receive a smaller allocation. The government asked for this assessment to be updated in the light of recent developments, and on May 14 received an updated list of municipalities from the FHI. The government for geographic redistribution is based on an updated list from FHI. We assume that redistribution will start in week 23. The 24 priority municipalities will receive approximately 60% more first dose allocation than they were originally intended to receive, until all residents aged 18 and over are given the opportunity to vaccinate. Oslo, Sarpsborg, Fredrikstad and Lørenskog, which are already prioritized, will receive an allocation increased by around 40 percentage points. This decision means that for up to 7 weeks, 309 municipalities will receive approximately 35% less first dose allocation than the allocation key by population size.

"We need to make municipalities as predictable as possible throughout the rest of the immunization program, and look at solutions to help municipalities reporting the biggest problems in the home straight," said Høie.

. The government therefore decides:

• order FHI providing municipalities with the highest predictability of vaccination
in the summer.
• commission the Health Authority (Helsedirektoratet), FHI and voivodes
(statsforvalterne) monitoring municipalities reporting catch-up problems
vaccinations and suggesting possible forms of help.
• commission the Voivode (Statsforvalteren) in Oslo and Viken (where all 24
priority municipalities) enter into a dialogue with these 24 municipalities to test whether
they can help municipalities that will have problems with vaccinating theirs
residents in July / August, for example by offering assistance from their own staff
health service.
