The Ministry of Justice and Public Security proposes to extend the temporary law on entry restrictions for foreigners for reasons of public health. The application has now been sent for consultation.

The act is valid until July 1, 2022

The Act on entry restrictions will apply until December 1, 2021. The ministry proposes to extend the law until July 1, 2022. The extension of the act in itself does not mean the extension of the actual restrictions. The restrictions have been gradually lifted in recent months and the government intends to continue to ease them until they are completely lifted. Entry restrictions must be proportionate and no stricter than at any given time. Nevertheless, the extension of the law is necessary for the entry restrictions after December 1, 2021 to apply.

New entry restrictions

The purpose of the act is to restrict the right of entry of foreigners who would otherwise enter Norway. This restriction is necessary to protect public health in the wake of the COVID-19 pandemic. Entry restrictions are and have been a key constraint in preventing imported COVID-19 cases. Even though vaccination of the population has come a long way, COVID-19 remains a public health threat. There is great uncertainty about the further development of the pandemic situation in Norway and other parts of the world. This is especially related to the low vaccination rates in many countries and the risk of new, more dangerous virus variants emerging.

The ministry has also considered, but is not proposing, extending the transitional provisions in the Immigration Act regarding the handling of cases by the Immigration Appeals Board during the COVID-19 pandemic. The rules include the use of remote meetings and are designed to prevent board meetings being delayed as a result of a pandemic. The government recognizes that it is not necessary to propose an extension of these rules, which will expire on December 1, 2021.
