A total of 2022 students were enrolled in primary and secondary schools, more students than ever before. The level of participation is high in the largest municipalities, while there is great variation in smaller municipalities.

From autumn 2022, the government has introduced an offer of 12 hours of free out-of-school education per week for all first-grade students. In all districts, extracurricular attendance increased compared to the 2021-2022 school year. However, there are some styles that stand out.
As of 2020, Oslo Municipality offers free part-time places to all first-year students and has the highest percentage of students enrolled in the program. In 2022-2023, 97% participated in SFO. first-grade students in Oslo. This is an increase of one percentage point compared to the previous year.
The percentage of first-graders who participated in the program was lowest in the interior of the country (86%). Nevertheless, Innlandet recorded an increase of 13 percentage points compared to the previous year. The largest increase compared to last year was 15 percentage points in Agder.
From August 2023, the program including free 12 hours of after-school care has also been extended to grade 2. When the figures for the 2023-2024 school year are ready, it will be possible to check whether the free program has contributed to reducing the differences between the first and second school stages.
