The Ministry of Local Government and Regional Development has investigated a complaint regarding the elections in Moss. The Ministry agrees with the Østfold Electoral Committee that electoral law was violated because one of the polling stations in Moss did not have ballots from one of the parties for most of the election day. The case concerns the Industri- og næringspartiet.
After careful review, the ministry concluded that it was likely that this error influenced the election results in the Østfold region. The Ministry therefore concluded that the elections to the regional council in the Moss commune were invalid. As a result, it will be necessary to vote again in the Moss Borough Regional Council elections. The Ministry believes that there are no special circumstances that would justify a repeat vote in the entire region.
Re-voting is rare in Norway. Electoral laws usually apply to re-votes, but the ministry has the right to set shorter deadlines or take other measures that may not necessarily be in line with general electoral procedures.
Another vote in the borough of Moss
– We want the next vote to take place as soon as possible. The ministry will soon, in cooperation with the commune and the region, determine the framework and date for holding re-elections, says Siri Dolven, director of the department at the Ministry of Local Government and Regional Development.
Electoral law does not allow re-voting in a single electoral district. Re-elections must cover the entire municipality because voters in one precinct may vote in other precincts in the municipality on election day.
During the polls, voters can cast ballots nationwide during the early voting period. A decision has not yet been made on how early voting will be ensured in the event of a re-election in Moss. This will be the subject of further arrangements by the ministry in cooperation with the Electoral Committee of the Moss commune and the Electoral Committee of the Electoral District of Østfold.
