Norwegian Public Roads Authority does not allow deferment of the alcohol interlock requirement
– The alcohol interlock requirement applies from January 1, 2024, when the 5-year transition period ends. It is not possible to postpone the requirement to install an alcohol interlock even longer, says Shamaila Noreen from the Norwegian Public Roads Authority.
Buses and minibuses that will continue to be used for paid passenger transport must be equipped with alcohol interlock devices by the end of the year.

What is "paid" passenger transport?
The provision regarding the obligation to install an alcohol interlock applies only cases in which the transport of persons is carried out "on a paid basis".
Any benefits or benefits related to transportation are considered remuneration. Remuneration is considered to be the transport of persons with paying passengers or in which the driver receives remuneration for work. – says Noreen.
The Norwegian Public Roads Authority has also received questions about whether city services, such as buses to day centers and the like, are subject to the alcohol interlock requirement.
– In some cases, municipalities finance the transport of community center users and this is counted as remuneration. In such cases, vehicles must be equipped with an alcohol lock. People who are unsure whether a passenger transport service is covered by an alcohol interlock order can contact the Swedish Roads Administration for an overall assessment, says Noreen.
