Recruitment companies in Norway must obtain permission from the Norwegian Labor Inspectorate

From January 1, 2024, all recruitment companies employing employees in Norway must obtain permission from the Norwegian Labor Inspectorate.

The current system will end in the new year registration of employment agencies and will be replaced approval system. Only recruitment companies approved by the Norwegian Labor Inspectorate can legally employ workers.  

– Employee recruitment companies are not automatically transferred from the old register to the new list. However, before you can be included in the new review from January 1, 2024, you must first submit an application and obtain approval, explains the director of the Alf department Erik Sakshaug at the Norwegian Labor Inspectorate.

The form enabling you to apply for a permit to run a recruitment company has been operational since November 20.

In the application solution, employment agencies must document compliance with their statutory obligations, including having a written employment contract and insurance against accidents at work.

The form is easy to use and the approval decision is made immediately after submitting the application.

– However, it is not possible to submit an application without meeting all the requirements and attaching all the necessary documentation – says Sakshaug.

The Norwegian Labor Inspectorate will monitor and supervise approved companies in 2024.

Overview of approved recruitment companies

Approved recruitment companies will be collected in a public overview on the website arbeidstilsynet.no.

This review will show recruitment companies that have 'approved' status and can legally recruit and hire labour. If an approved employment company fails to meet the requirements for approval, the Norwegian Labor Inspectorate may also withdraw approval. The company will then receive a "not approved" status in the review.

– The new approval system will help weed out unserious recruitment companies, make it easier for hiring companies to choose serious labor suppliers and provide public authorities with better tools to carry out effective inspections, says Alf Erik Sakshaug.
