Young disabled people who want to work rarely turn to NAV for help

A new analysis by NAV asked youth counselors in the NAV office and NAV staff at the district level how they monitor young people with disabilities who ask for help finding a job. Since 2018, NAV has clear guidelines according to which downloaders invalidity pension should be given further examination, but they must apply for it themselves.

Only a few have specific experience in guiding young disabled people

Despite the high agreement among informants that young disabled people who want to take up work should be helped, only a few have specific experience in guiding young disabled people to work.

– Some informants said they were unsure how to proceed. This suggests that it is not something they do often and that there may still be questions about whether it should be prioritized over other tasks, says author Ragnhild Ekelund of NAV's Knowledge Department.

Some people regain better health over time

Several at NAV say many young people hope to find work in the long term. They point to examples of young people who, after some time, enjoy better health and greater motivation do work, e.g. disability benefits. However, few people turn to the NAV office for help.

One of the study participants said:

“They are so tired of NAV that they have let go of the pressure on them: 'What will NAV come up with next?', they have kind of let go too. They also become healthier and would later like to get help to get out of their difficult situation again.”

– Being under surveillance by NAV can be bothersome. In addition, disability benefits provide financial stability because they are permanent benefits. Those taking part in the study claim that peace and stability can contribute to greater motivation at work, says Ekelund.

It is important to inform about the possibility

Several NAV staff point out the importance of informing people receiving disability benefits that they can get help later if they want it.

– It is important to strike a balance between providing the right information and refraining from offensive behavior towards seriously ill people who do not want or cannot work, says Ekelund.
