First you need to register as job seeker. Help is available from NAV Kontaktsenter on 5555 3333.The person applying for the benefit should meet the requirements in accordance with applicable rules. Allowance for unemployed people in Norway (Norwegian: dagpenger under arbeidsløshet) is intended to partially replace lost earnings from work and stimulate people to look for and keep a job. The rules for granting it are similar for native Norwegians, Norwegian residents and foreigners working in Norway temporarily.

Conditions of receipt unemployment benefit in Norway.
The main conditions for receiving unemployment benefit:

  • reduction of working time by at least 50% (for people working in fishing sector working time reduction by at least 40%),
  • generating the required income in in recent years 12 months before you start receiving the benefit in the minimum amount of NOK 149 or NOK 787 gross in the last 299 months before you start receiving the benefit,
  • you should be a real job seeker,
  • you must be registered as a person looking for a job in the NAV system and send registration cards every two weeks informing about the current life situation,
  • you must stay in Norway (does not apply to foreign cross-border workers and rotation permitting workers),
  • you cannot be a school student or a student.

You are also entitled to the allowance in the case of:

  • temporary dismissal by the employer in full or in part (so-called permittering),
  • establishing your own business (e.g. employment in your own limited liability company - Norwegian aksjeselskap - AS),
  • unemployment due to bankruptcy.
