A remuneration support program for entrepreneurs
The new remuneration support system will enter into force on March 15 and will be in force until June 2021. The portal through which applications can be submitted will be opened on May 3.
The remuneration support program means that companies in crisis will receive up to NOK 25 per month per employee who returns to the company from permittering (temporary layoffs).

I hope that some companies need it, says Finance Minister Jan Tore Sanner.

The remuneration support program is an opportunity

The program can help create better conditions for new growth in many companies. This may make it easier to bring back employees who can work to get the company ready to reopen. For others companies, the program may be an opportunity to supplement employees' skills or training in the company.

The tax administration manages the payroll support system.

- The application portal opens on May 3. Tax authorities will do their best to make it easier for companies to submit applications. At the same time, we will ensure good control to prevent abuse of the program, says Tax Director Nina Schanke Funnemark.

Both the application and payment process will be largely automated and the company will have full transparency as to which companies will receive support. In addition to its own audit activities, the tax administration also works closely with * ØKOKRIM, police districts and other public institutions such as NAV, the Customs Service, the Norwegian Labor Inspectorate and seven A.

- The fact that everyone can keep track of which companies receive support increases trust in the program and prevents its abuses. We have good experience with such an insightful solution from previous support programs - says the Minister of Finance.

Here is the new remuneration support system:

- Applies to employers who will accept their own employees from permittering (temporary dismissal) in the period from March 15 to June 30, 2021.
- Employers whose turnover is reduced by 70% or more receive up to NOK 25 per month per employee who is made redundant. In the event of a turnover drop below 000%, the amount of support will gradually decrease to NOK 70 with a 10% drop in turnover. A drop in turnover below 000% does not qualify for support.
- Workers who are hired back must be fully or partially dismissed on both March 5, 2021 and at least one of the following dates: November 15, December 1 and December 31, 2020, and January 15, 2021.

The amount is calculated on the basis of the employee's part time

-The amount of support is calculated on the basis of the employee's part-time employment, the degree of dismissal and the number of calendar days on which the employee returns to work.
-For voluntary and non-profit enterprises, the support amount is NOK 15 per month per full-time employee.
-Interns who return to work receive up to 15 kronor per month.
-The maximum amount per company and group is NOK 9,4 million for the period March 15 to April 30 and NOK 12,5 million for the period May 1 to June 30.

Group companies must apply in the same way as under the compensation scheme

The amount corresponds to the full support for 250 people in each period. Group companies must submit their claims in the same way as under the compensation scheme, i.e. provide comprehensive information on the group's claims to the tax administration or apply as a single unit.
To accommodate new local closings, workers receiving wage support can be laid off again without losing any earned or future support.
Employees can be partially withdrawn from permittering.

To receive support, an employee must be registered as dismissed via notification A on one of the dates 15/11, 1/12, 15/12, 31/12, 15/1 and 5/3 and must be registered as working on days, for which support is to be received in the period March 15 - June 31. The application portal will be open from May 3 to 31 and September 1 to 30, with the deadline for submitting applications on September 30. Businesses that applied before May 31st will be able to receive their first paycheck before the summer holidays, provided the application does not need to be processed manually.
