The fishing industry (fiskerinæringa) is considering how to get enough workers for winter fishing. Nav ministers and director hope that the Norwegian workforce will solve the need for these staff.

Some in the fishing industry have expressed concerns that there is not enough labor for winter fishing. Several companies emphasized the need to find people with the right skills and experience.
- Part of the demand for manpower can be solved by unemployed Norwegians who find a job in the fishing industry. Several ministries and agencies work closely together. The goal is to help companies reduce dependence on foreign labor during the coronavirus pandemic. This is both for infection control and to avoid production downtime, says Minister of Fisheries and Seafood, Odd Emil Ingebrigtsen.
