The minimum wage is introduced by general provisions

The Tariff Board may decide that a nationwide collective agreement will apply to all workers in a given industry - a so-called generalization (nemndene.no). The Tariff Board does this by adopting general regulations for various industries. These laws define what is generalized from collective agreements, such as rules regarding minimum wage.

Generalization only happens in industries where it has been documented that foreign workers may receive worse pay conditions.
