The bill is now being submitted to the Storting, and more detailed rules on which crimes it concerns will be included in the regulations. This is just one of several actions in the government's plan to combat social dumping in the transport sector.

Currently, fines for violations can only be imposed for certain violations of commercial transportation rules. All others violations of regulations inspectors must report to the police, who will then consider further action in the case. If the Storting accepts this proposal, enforcement should be more effective.

– Increased use of financial penalties for infringement results in good and effective enforcement, which in turn leads to a more level playing field. This benefits major players, says Transport Minister Jon-Ivar Nygård.

Cabotage in transport

Within the EEA, cabotage is allowed under certain conditions. Cabotage is when a carrier carries out transport between places in a country other than its home country.

– Transports in violation of cabotage rules are illegal and must be stopped. When rule violations can be easily identified at a checkpoint and there is no need for a police investigation, this can be effectively addressed by increasing the use of financial penalties for violations, says Nygård. Therefore, the Ministry of Transport is working on a regulation that would introduce this.
