On November 1, 2022, Part 1 of the EU Mobility Package comes into force. This includes, among other things, new rules on driving and rest times, the use of speed recorders and driving licences.
The new regulations are part of the the social part of the mobility package, which was included in the EEA agreement on March 18 this year.
There are new requirements on how transport companies and employers must prepare for a driver to be able to return home within a four-week period. For vehicles in international transport, there is now a requirement and obligation to return to the home country at least every eight weeks.
– At the request of the Ministry of Transport, the Norwegian Public Roads Authority has been working on the implementation of these regulations in Norway for almost two years. We are satisfied that it will now come into effect life and that we in Norway We will coordinate this with the rest of the EU/EEA, says Roy Harald Holm from the Norwegian Roads Authority.
Introduces licensing requirements
With the new mobility package, stricter regulations are also being introduced for vans performing international transport.
– A permit will now be required for vans with a gross vehicle weight of more than 2,5 tonnes for international transport. Hauliers must meet requirements regarding premises, reputation, finances and professional competence, says Holm.
New rules
- Cabotage regulations will apply to international transport by commercial vehicles.
- Requirement to return the vehicle to the home country every 8 weeks.
- Requirement that the transport company arranges at least one normal weekly home break for the driver in a four-week period. Normal weekly rest in the vehicle is prohibited. Any accommodation costs except for the vehicle, the employer covers the costs.
- Each crossing of the border must be recorded in the tachograph.
- A "freezing period" of 4 days is introduced after the last cabotage mission performed, during which foreign vehicles are not allowed to carry out cabotage in Norway.
- Combined transport will no longer be exempt from cabotage rules.
Cabotage - a term known to everyone who deals with international road transport. It is nothing more than the commercial transport of cargo within the same country with a vehicle registered in another country.
