Norway – Road tolls should be abolished

Why are we against road tolls?

We believe that transport, like other areas of social life, must be financed by the community. Tolls are a costly system in which a large proportion of the amounts paid go towards financial and administrative costs rather than roads.

In the years 2011-2020 it was 21,1 NOK billion, i.e. approximately one fifth of the amount paid in tolls. Moreover, these fees are anti-social and primarily hit less wealthy people harder.

Who decides whether we have to pay road tolls?

It is politicians, both local and national, who decide whether in a given section will be introduced fees or not. The introduction of fees requires a majority in the Storting. Before implementation takes place, there is a long process that requires a local political majority and investigations by the National Roads Authority or Nye Veier.

How much do Norwegian drivers pay tolls?

The Storting decides in the state budget how much we will pay, i.e. how much fees will have to be collected in connection with road construction. In 2024, the government proposed to spend NOK 43 billion on road construction, and motorists should pay total NOK 22,9 billion to finance these projects. This record high addition.

Ten years ago, road construction fee financing amounted to NOK 16,7 billion.

Data on the amount collected in road tolls is not directly linked to the amount made available by toll companies because funds are collected over many years. For 2024, a total of PLN 14,8 billion in tolls is planned for national highway projects, of which PLN 8,1 billion is included in the financing of district roads (including Oslo Municipality).

Since road construction fees are typically collected in arrears, it is unclear how much drivers will pay by the end of 2024, but the Norwegian Road Administration has calculated that it will be around 16 billion.
