Police work to improve the gender balance among their managers and employees. The statistics show (viser) that we are on the right track, but there is still a lot of work to be done in the police operational management positions.

The predominance of female students at the Police Academy

51,1 percent Students admitted to the Police Academy (PHS) in 2020 are women (kvinner). In 2014, this percentage was 39,5%. Rector Nina Skarpenes says this is a welcome development, and recently a deliberate strategy has been to increase the number of female students.

- It is a political goal for the Norwegian police to reflect the population. Then it is important that both sexes are equally represented, says Skarpenes.

Despite the increase, the number is lower than the police management wants.

Management (ledelsen) believes that in the long run, increasing the admission of female police students could increase the number of female police operational commanders. Although the proportion of female leaders in the police force is 37 percent in total, statistics show that among staff trained by the police, the proportion of female leaders in the agency is significantly lower. It was 2020 percent at the end of 24, up from 16 percent in 2014. Despite the increase, the number is lower than the police management wants.

Working for a better gender balance is an obligation

- It is going in the right direction, but the share of female leaders in these positions will increase. Working towards a better gender balance - also in our outermost link - is the responsibility of leadership at all levels of the police. If we lack balance in recruitment, we lose important competences - comments Police Director Benedicte Bjørnland.

The plan is 40 percent. female police chiefs by 2027

A good and balanced distribution of women and men at work has a positive impact environment work. This also contributes to and provides different perspectives. At the end of 2020, 46 percent police employees were women. Among lawyers, 63% were women, 66% of civilian employees were women, while in police positions, women were 34%.

She was the only woman for a long time

-It's important to remember that it's not about what gender you are when you work on the street. It's about personality, says Gry Lene Sem, who works as a service manager for the Oslo Police District.

She is one of the first women to join the police emergency unit. As Sem became part of this environment, she felt that she was stepping into a domain that she should not be. She was the only woman for a long time. Here, she has seen improvements in recent years, but it is clear what needs to be done to meet the goal of 40 percent of women in police positions with personnel by 2027.

-You have leaders who trust and respect you, this is of great importance (stor betydning). Even good leaders are the reason why I am where I am today. I received both support and opportunities, comments Sem.

If we are to succeed in recruiting more female police commanders, we must start on the front lines

Police chief Ida Melbo Øystese in the Eastern Police District points to important steps that police commanders must take. "If we're going to be successful in getting more female police commanders, we need to start on the front lines, police patrols." Operational experience is important to qualify for senior police management positions later in your career. Women bring important perspectives, knowledge and experience to their police work, which creates better police services. Therefore, we need to create better conditions for women who perform operational activities, so that they can remain in their working environment regardless of their life situation, such as pregnancy or maternity leave, comments Øystese.

More women in key police positions

In the past year, some key positions in the police force were held by women. The agency hired the first woman as emergency director for Tone Vangen, Kristin Kvigne became the first woman to lead Kripos and Cathrine Jansen was hired as the new ICT director. The gender balance at the highest management level in the Norwegian police is the result of sustained efforts. These women have acquired exceptional professional and leadership skills over the years that make them eligible for such heavy leadership positions.

The gender balance in the police force makes us a better police force

– I am pleased (jeg er glad) with the development we are currently seeing and I am convinced that with the right gender balance in the police we are becoming a better police force. Women's Day is a great reminder of the important work that women in the police do, concludes Bjørnland.
